Before a civil union license can be issued, you must first go online and complete a civil union license application and pay the required fee. So far the state is not clear, and finding information is sketchy at best.  They have said that officiants can apply to be licensed to conduct ceremonies and that application will be on line on January1, and applicants will be approved by January 2.  Those wishing to have a civil union will go through the same procedure as those desiring a wedding, which is to obtain a license application on line or in person, have it approved by a licensing agent in person, and then have an officiant conduct the ceremony,  sign the paper, and file the paperwork.  If you have a domestic partnership, officially known as a reciprocal beneficial relationship, you need to dissolve the partnership.  http://hawaii.gov/health/vital-records/vital-records/health/vital-records/vital-records/reciprocal/index.html
